This was recorded at Philly's Veteran Stadium and therefore has all the usual flaws associated with a massive outdoor audience recording - people clapping and whooping, drunk yahoos telling each other "Fuck you!" (yep), plus a general "distant" feel. Although when the crowd isn't too nutty the sound gets noticeably better, and the performance itself is very exciting and featuring a great setlist with as many Beatles tunes as the more recent Driving USA tour shows did. There is a better, must-own Yellow Cat release of the 1989-90 tour, however, titled quite sensibly The 1990 World Tour Collection which came with three shows plus a video. I think show from Berkeley 4/1/1990, a board recording or monitor mix, is available separately as well. And numerous other labels have issued concerts from the same tour; setlists for Paul never vary a whole lot. That, plus the existence of an official live album (the tour was promoting the '89 studio album Flowers In The Dirt, which was pretty awful) titled Tripping The Live Fantastic, would suggest that this particular release doesn't necessarily merit much attention aside from that of hard-core Paul collectors.
